Koreans have the smallest penises in the world, really?

I know this is a very awkward topic. But I'll go on nonetheless.
Few days ago, I was browsing some international Internet forums.
And there was this awkward debate about average penis size by country.
And to be honest, I was surprised to see that Korea was expected to have the smallest penises in the world. When I said, it can't be, people all laughed at me for being in denial.
But I still couldn't believe it.
Because I know my size, and I somehow know the size of some of my countrymen.
Most of them vary from 11 cm to 16 cm. (Don't ask me how I know that.)
So there was no way the average erect length for Koreans was 9.6 cm. I'm not saying Koreans are big, but 9.6 centimeters (3.8 inches) didn't seem right compared to what I know.

So I went on to search for more information.

Although many of these pictures lack proper source, these are what I found.
(According to this map, South Korea is the smallest, with 9.66 cm on average)

There were countless other news articles and blog posts online and they all said the same number, which suggests that they are based on each other.

The thing all these pictures and articles have in common is that the number is either 9.6 cm or 9.66 cm. Which are probably the same number considering 9.66 is what you get when you convert 9.6 cm to inches then re-convert it to centimetres and round up the numbers.
(9.6 cm -> 3.77953 inches -> 3.8 inches -> 9.652 cm -> 9.66 cm)

So, where did this embarrassing number of 9.6 cm come from?
Like I said before, nearly all of the blog posts and pictures lacked proper source. 
Most of them didn't even provide the researchers' names.

The only thing I could find was the researchers' names in this picture. 

So I went on to search with that information.

Abstract
AIM: To investigate the flaccid and stretched penile sizes of young Korean men and their complexes or pride about their penile size.
METHODS: After an explanation and agreement to the purpose and methods of this study, 123 Korean men in their early 20's visiting the Jinhae Military General Hospital were included in the study. The flaccid penile length, flaccid mid-shaft circumference, stretched length and pre-pubic bone fat pad depth were measured in a warm comfortable environment. The accuracy the subjects assessed their penile size was investigated by asking them to rate their penile size, as 'very small', 'small', 'normal', 'large'or 'very large', All subjects were asked to complete the Minnesota multiphasic personality inventory (MMPI) test.
RESULTS: The mean flaccid length, flaccid circumference, stretched length and fat pad depth of the 123 subjects were (6.9+/-0.8) cm, (8.5+/-1.1) cm, (9.6 +/-0.8) cm and (1.1 +/-0.4) cm, respectively. The answer distribution on penile size was 1 (0.8 %) 'very small', 29 (23.6 %) 'small', 86 (69.9 %) 'normal', 6 (4.9 %) 'large' and 1 (0.8%) 'very large'. Subjects who underestimated their penile size showed significantly higher scores on the hypochondriasis (Hs), depression (D) and psychasthenia (Pt) subscales of the MMPI than those in the Unbiased Group (P<0.05).
CONCLUSION: In consultation, with a patient requesting penile augmentation, the urologist should consider the psychologic attitude of the patient to his penile size.

As you can see, the average length of 9.6 cm wasn't erectile length. It was stretched length
(They stretched the flaccid penis and measured the length, not erect penis.)

It is not fair to compare Korea's flaccid length to erect lengths of other countries, not to say to stereotype the Korean guys basing on that incorrect comparison.

So we don't have the smallest penises in the world. 
It is a misunderstanding.
